It looks simple: a few powders, a few butters, a stick barrel. In practice it sits at an awkward intersection of skin biology, physical chemistry and regulatory classification. Here is what actually matters before you brief a chemist.
Is a deodorant a cosmetic or a therapeutic good in Australia?
A deodorant is a cosmetic. AICIS (the Australian Industrial Chemicals Introduction Scheme) explicitly lists deodorants under personal hygiene cosmetics, alongside shaving products and bath preparations. What moves a product across the line into TGA territory is the claim, not the format.
Antiperspirants are the grey area. Under the Therapeutic Goods (Excluded Goods) Determination, a topical antiperspirant that derives its antiperspirant properties from inorganic salts of aluminium, zinc or zirconium only is excluded from the therapeutic goods framework — so it is handled as a cosmetic. Step outside that (for example, positioning a product as a treatment for hyperhidrosis, or using a non-excluded active), and you are looking at a therapeutic good with a very different compliance and cost profile.
Separately, if your business imports or manufactures cosmetic products or ingredients into Australia, you must register with AICIS before you introduce them. There is no volume threshold, and the registration year runs 1 September to 31 August, so it needs renewing annually.
How are deodorants regulated in New Zealand?
In New Zealand, deodorants fall under the EPA's Cosmetic Products Group Standard 2020, made under the Hazardous Substances and New Organisms Act. A consolidated version of the Group Standard takes effect from 1 January 2026, so it is worth checking you are reading the current text rather than an older PDF.
The Group Standard works through schedules of prohibited and restricted components that broadly track the EU cosmetic ingredient annexes. Aluminium and aluminium-zirconium antiperspirant actives are restricted components — they carry concentration limits, format conditions and mandatory label warnings. Your formulator should be checking the exact schedule entry for the specific INCI you plan to use, not relying on a supplier's general assurance.
Baking soda, magnesium or zinc — which deodorant active should you use?
Odour is produced when skin bacteria metabolise otherwise odourless components of apocrine sweat. Deodorant actives interrupt that in three different ways, and the choice drives your whole positioning.
- Sodium bicarbonate works by raising skin surface pH so odour-forming bacteria struggle. It is genuinely effective and cheap. It is also the single most common cause of the underarm rashes that generate one-star reviews, because it pushes skin well above its healthy acid mantle. If you use it, keep the level restrained and expect a meaningful minority of customers to react.
- Magnesium hydroxide is far less alkaline and much better tolerated. It is the obvious choice if you are building a sensitive-skin or fragrance-free proposition, though it typically delivers slightly shorter wear.
- Zinc ricinoleate does not kill bacteria at all — it traps odour molecules. It layers well with the other two and is useful when you want a gentle base with a designed scent profile.
- Starches (arrowroot, tapioca) absorb moisture and improve skin feel. Important: absorbing surface moisture is not reducing perspiration. Claiming otherwise turns a cosmetic into an antiperspirant claim.
Stick, cream or roll-on — which base is right for an indie launch?
Anhydrous sticks (waxes, butters, esters and powders, no water) need no preservative, which removes a whole compliance workload. The trade-off is thermal: a stick that behaves in an Auckland lab can soften badly in a Brisbane courier van in February. Melt point, wax ratio and shipping season all have to be designed in, and you need stick barrels and fill capability.
Creams in a jar are the cheapest to develop and the most forgiving to make at small scale. The friction is at the customer end — applying deodorant with fingers is a habit change some buyers never make.
Roll-ons and emulsions feel the most familiar to consumers but contain water, which means a preservative system and the testing that goes with it.
Aerosols are effectively out of reach at indie MOQs — the filling infrastructure only makes sense at volumes far above 500 units.
What testing does a deodorant need before launch?
Deodorant needs more validation than founders expect, mostly because of the format rather than the actives.
- Stability testing. Twelve-week accelerated testing catches the failure modes anhydrous sticks are prone to — oil bleed, surface sweating, wax bloom and grittiness from recrystallising powders.
- Preservative efficacy testing. Required for any water-containing format such as a roll-on or emulsion. At The INCI Lab this is NZ$1,200 per formula.
- Packaging compatibility testing. Genuinely non-optional for deodorant. Essential oils and solvent-like esters can craze, swell or seize polypropylene stick barrels and their internal screw mechanisms. Test the finished formula in the exact component you intend to ship.
- Skin compatibility. If your formula uses sodium bicarbonate, in-use tolerance data is worth the spend before you scale.

No. Reducing perspiration is an antiperspirant claim, and a deodorant without an excluded antiperspirant active cannot support it. Stick to odour control language such as “keeps you fresh” or “neutralises odour”.
Do I need AICIS registration to sell deodorant in Australia?
If you import or manufacture the product or its ingredients into Australia, yes — register before your first introduction, regardless of volume, and renew each registration year (1 September to 31 August).
Does a baking-soda-free deodorant work as well?
